"Green City, Clean Waters" is Philadelphia's 25-year plan to protect and enhance the City's watersheds by managing stormwater primarily with innovative green infrastructure. As the City agency charged with ensuring compliance with the federal Clean Water Act, the Philadelphia Water Department (PWD) developed "Green City, Clean Waters" to reduce its Combined Sewer Overflows (CSOs), manage its stormwater runoff and associated pollution, and provide a clear pathway to a sustainable future by using green stormwater infrastructure systems that assist or mimic natural processes.
To remedy waste sewage and pollution problems, the City has designed an innovative undertaking with the State of Rio de Janeiro and the State Company for Water and Wastewater (CEDAE) to leverage private-sector financing for services extension to the 21 neighborhoods in AP-5.
PSAM was developed by the Rio de Janeiro State Secretariat of Environment (SEA) in 2010 and is part of the Pact for Sanitation (State Decree 42.930/11) subprogram Rio+Clean. The program covers 15 municipalities around Guanabara Bay, including the City of Rio de Janeiro, and it focuses on basic sanitation actions in watersheds contributing to the Guanabara Bay. The PSAM is an important step to achieve key goals of the state: to universalize sanitation in the region and to advance the environmental restoration of the bay.
Since 1995, the Baixada de Jacarepaguá area was the fastest growing region of Rio de Janeiro in terms of population and new construction, but the lack of available potable water seriously threatened the quality of life in the region. To overcome the lack of resources and of operational capacity to take on the challenge in a timely manner in the public sector, the Barra da Tijuca Community Association Câmara Comunitária da Barra da Tijuca (CCBT) reached out to the State Company of Water and Wastewater (Companhia Estadual de Águas e Esgotos-CEDAE), and to interested construction and commercial companies in the area, to leverage private financing for new water pipelines in exchange for water for future development project completion.
