The Hong Kong Special Administrative Region (HKSAR) Government is implementing Total Water Management (TWM) for the sustainable use of water resources. The TWM programme aims to manage the demand and supply in an integrated, multi-sectoral and sustainable manner. One of the key demand management initiatives of the TWM programme is the promotion of the use of water saving devices. The Government will take a lead to install water-saving devices in its buildings as far as practicable. In this connection, the Water Supplies Department of the HKSAR Government is implementing minor works projects for retrofitting plumbing appurtenance with water saving devices in Government buildings and schools.
What is it?
The water saving devices to be retrofitted in the Government buildings and schools include low flow sensor type water taps, low-flow showerheads, dual-flush cisterns, sensor type urinals etc.
How does it work?
The water saving devices use less water than conventional plumbing fixtures. The retrofitting of water saving devices in the Government buildings and schools will reduce the water consumption in these premises for water conservation.
The retrofitting projects are for Government buildings and schools. In addition, the public will be encouraged to use water saving devices through public education and publicity programmes.
It is estimated that about 2 million cubic metres of fresh water and 0.8 million cubic metres of seawater used for flushing could be saved annually upon the completion of the projects. It will also reduce the sewage discharge and the energy consumption for treatment and delivery of the water.

Equivalent to savings of 1.5 million kwh energy consumption per annum.
The projects are funded under the Public Works Programme of the Capital Works Reserve Fund of the HKSAR Government.
The HKSAR Government will continue to install water saving devices in its new buildings. In addition, the public will be encouraged to use water saving devices through public education and publicity programmes.Download PDF
