A mandatory rating and disclosure program of environmental performance for large new buildings in Tokyo.

What is it?

All newly constructed large-scale buildings in Tokyo are subject to the Tokyo Green Building Program, requiring rating of building environmental performance and disclosure of the resulting Building Environmental Plans through means such as posting them on the Tokyo Metropolitan Government's website. Under this program, which began in 2002, more than 1,300 buildings have been covered, at the rate of roughly 200 buildings per year. This program has the goal of creating a greener real estate market in which buildings giving greater consideration to the environment are valued, through requesting owners to introduce environmentally sensitive design based on the TMG guidelines and disclosing their ratings.

How does it work? 

Overview of this System

  • Subjects - Buildings with more than 5,000 square meters in total floor area, newly constructed in Tokyo are subject to this program. Requirements apply to owners.
  • Requirements - New buildings are required to incorporate greener design.
  • Owners must prepare Building Environmental Plans explaining and rating building environmental design, based on guidelines established by TMG, and submit them one month prior to building confirmation.
  • Content of Environmental Plans - Environmentally friendly design introduced in the building for each item shall be explained.
  • The rate of the environmental performance of each item shall be indicated.
  • Rating Items - 12 Items in four fields:

  • Rating - Use of three rating grades (grades 1 - 3) for each item, with rating results displayed using radar charts
  • Disclosure - Environmental plans posted on the TMG's website

Labelling programs based on the Green Building Program

Environmental Performance Labelling for Condominium & Energy Performance Labelling programs (for non-residential buildings)

Based on the Green Building Program, labelling programs are developed to promote establishment of greener real estate markets. One is for condominiums, and the other is for non-residential buildings.
Condominiums account for a large proportion of the buildings subject to the Green Building Program. At the same time, some difficulties persist in getting ordinary consumers to utilize sufficiently the environmental plans themselves. For this reason, condominium environmental performance will be required to be indicated using a system of star labels and disclosed in sales advertising. Among the rating items of the Green Building Program, results of five items are shown. Provision of information to consumers makes it easy to choose condominiums that give consideration to the environment.

In January 2010, the Energy Performance Rating Program was introduced for non-residential buildings. Under this program building owners are required to present their building’s energy efficiency performance by documents to the counterparty in activities such as building sale, leasing, and transfer of trust beneficiary rights.

CO2 reduction

This program with the TMG guideline contributes to introduce greener building design to new buildings in planning process. Through the rating-and-disclosure process including a labelling system, this program also promotes to develop greener real estate markets.

Also, it provides infrastructures for other programs such as the cap and trade program.
