Mtra. Valeria Vázquez Maulén
Ms. Vázquez Maulén holds a Master’s degree in Government and Public Administration from the Complutense University of Madrid. She is a legal partner of Deloitte México and holds a diploma in International Commercial Arbitration as well as in Finance for Lawyers. Throughout the years, she has held various positions in PEMEX as Legal Assistant for Exploitation and Production, Head of the Legal Unit of Special Affairs, Deputy Manager of Legal Services, Gas and Basic Petrochemicals, Consultant Legal Manager, and Legal Manager of Exploration and Extraction Projects and Businesses. She has more than 17 years of professional experience in legal advice on energy, in the hydrocarbons sector and in projects related to the value chain of the oil industry, among others. In addition, she has actively participated in the process of the recent Energy Reform, which brought opportunities for private investment in the sector, both nationally and internationally.
Dr. Francisco Barnés Reguiero
Dr. Francisco Barnés Regueiro is a Chemical Engineer from the National Autonomous University of Mexico (UNAM). He holds a Master’s Degree in Chemical Engineering from University of California at Berkeley and a Ph.D. in Energy and Environmental Policy from Imperial College, of the University of London. In addition, he has gained professional experience in the development of low carbon growth strategies and has worked extensively on issues related to climate change, energy, and sustainable development with regards to water, environmental pollution and solid waste. He was President of the National Institute of Ecology and Climate Change in 2011 and recently served as the Executive Coordinator of the Environmental Commission of the Megalopolis. He is also a member of the global strategic consulting firm in Boston, Bain and Company.
