2020年10月29日,《深圳经济特区绿色金融条例》经深圳市第六届人民代表大会常务委员会第四十五次会议通过,自2021年3月1日起施行。《条例》是中国首部绿色金融法律法规,也是全球首部规范绿色金融的综合性法案。

《条例》提出推广新能源贷款、能效贷款等能源信贷品种,创新绿色供应链、绿色生产、绿色建筑、个人绿色消费等绿色信贷品种;并在金融机构强制性环境信息披露、绿色投资评估和绿色投资管理制度等领域实现突破,为绿色金融支持应对气候变化奠定了坚实的法律基础。

On October 29, 2020, the Shenzhen Special Economic Zone Green Finance Regulations were adopted at the 45th meeting of the Standing Committee of the Sixth Shenzhen Municipal People’s Congress. They will come into force on March 1, 2021. This is China’s first law or regulation on green finance and the world’s first comprehensive bill to regulate green finance.

The Regulations set out the systematic promotion of new energy loans, energy efficiency loans, and other energy credit products, innovation of green supply chains, green production, green buildings, personal green consumption, and other green credit products. The regulations make breakthroughs in compulsory environmental information disclosure, green investment assessment, green investment management systems and other areas, laying a solid legal foundation for green finance to support the response to climate change.
