Turning negotiation into delivery

At COP30 in Belém, cities are showing how they are leading the way to protect the people and places we love.

Through the C40 World Mayors Summit, part of the COP30 Local Leaders Forum, co-hosted by Bloomberg Philanthropies and the COP30 Presidency, mayors set out their Yearly Offers of Action, demonstrating how city leadership is accelerating progress on the ground and helping turn climate negotiations into real results. Now, they’re taking that leadership to COP30.

Around the world, C40 cities are already cutting per capita emissions 5x faster than the global average, with 73% of cities peaking emissions and now in decline (for which we have data). 

Global Mutirão

Rooted in the Brazilian spirit of Mutirão – collective effort for the common good – cities, national governments, and communities are coming together to turn ambition into action and build a fairer future for all. Real progress depends on unity at every level.

Cities must have a seat at the table in global climate decision-making, so the action already happening can shape the solutions we need.


Our COP30 asks

To make COP30 a turing point for global action, C40 mayors are calling on national governments to:

  1. Officially recognise cities and subnational governments as full partners in the outcome texts.
  2. Create a formal space at COP for Multilevel Climate Action to drive collaboration..
  3. Mobilise more funding for local climate action, especially in the Global South.
