Through a wide range of locally driven solutions such as deploying intelligent energy systems, expanding “sponge city” infrastructure, and building the world’s largest EV-charging network, Chinese cities are not only helping to meet national climate targets but also scaling solutions essential to global net-zero pathways. 镇江 Zhenjiang
镇江推出了学校和政府食堂地方标准,明确了学校食堂餐饮节约管理要求和党政机关食堂反食品浪费工作评估规范,以减少食物浪费。该市通过宣传活动和试点项目促进合规,支持更环保、更集约的餐饮供应链。
Zhenjiang has launched two local standards for school and government canteens to reduce food waste, specifying requirements for school catering management and evaluation standards for government canteens. The city promoted compliance through campaigns and pilot programs, supporting greener and more resource-efficient catering supply chains.

青岛高新技术产业开发区结合“数字智慧监控”与“零碳工厂”,构建精细化能碳管理模式。通过基于“地理城市系统+城市信息模型”的智慧能源中心,动态监控重点用能单位能耗及碳排放,通过精准识别节能降碳关键主体、采集分析能耗单元信息,实现能源消费与碳排放的智能调控(节能10%以上、降碳15%以上),帮助政府与企业精准降碳。
The Qingdao High-tech Industrial Development Zone has established a model to manage energy and carbon by integrating ‘digital intelligent monitoring’ with ‘zero-carbon factories’. Through a smart energy center based on the ‘Geographic Urban System + Urban Information Modeling’, the zone dynamically monitors energy consumption and carbon emissions of key energy-using entities. By accurately identifying key subjects for energy conservation and carbon reduction, as well as collecting and analyzing energy consumption unit data, it enables intelligent regulation of energy consumption and carbon emissions (achieving over 10% energy savings and over 15% carbon reduction), thereby assisting both the government and enterprises in precise carbon reduction.

Guangzhou, a megacity of over 18 million residents, implements cooling measures at three levels to protect residents from extreme heat. Under the city plan, six ventilation corridors along rivers and greenways channel airflow, while district- and block-level development regulations integrate both international experience and traditional local knowledge.

深圳 Shenzhen
深圳率先建设“超充之城”,全市已累计建成超充站1055座,在全国范围内率先实现超充站数量超过加油站,实现“充电五分钟,续航400公里”。凭借强有力的基础设施建设。深圳全市公交车和巡游出租车已实现100%纯电动化,新能源汽车渗透率高达75.5%,新能源汽车保有量达到133万辆。
Shenzhen is pioneering a ‘supercharging city’, installing a total of 1,055 supercharging stations in which vehicles can charge for 5 minutes for more than 400 km of range. The charging stations now outnumber gas stations. The city also has fully electrified bus and taxi fleets, and 1.33 million EVs with market penetration at 75.5%.

大连 Dalian
大连充分发挥海陆风能资源丰富、储能产业迅速发展的优势,3年内(2020-2023)将非化石能源发电装机占比从52%提高到61%。以解决风电和光伏就地消纳为重点,推进“源网荷储”一体化和多能互补,支持分布式新能源合理配置储能系统。到2030年,新型储能装机规模达到150万千瓦以上。
Dalian raised the share of renewable energy in installed power generation capacity from 52% to 61% (2020-2023) by leveraging wind resources and promoting sustainable and reliable electricity systems integrating generation, grid, load, and storage. By 2030, the installed capacity of energy storage is expected to exceed 1.5 million kilowatts.
大连市前任市长陈绍旺指出,大连市积极发展洁净能源产业,加快清洁能源电力、储能、低碳氢氨醇产业延链补链,拓展“沈大氢能高速走廊”,打造氢基能源研发、生产、储运、加注中心,洁净能源产业产值达到610亿元以上。
Former Mayor of Dalian, CHEN Shaowang, says: “Dalian is actively developing the clean energy industry, accelerating the extension and supplementation of the clean energy power, energy storage, and low-carbon hydrogen ammonia and alcohol industries, expanding the ‘Shenyang-Dalian Hydrogen Energy Expressway Corridor’, and building a hydrogen-based energy research and development, production, storage, transportation, and refueling center. The output value of the clean energy industry has reached more than 61 billion yuan.”
武汉 Wuhan
武汉的青山江滩改造升级项目已完工,岸线为二七长江大桥至武丰闸段,长达7.5公里,是全国首批海绵城市试点项目之一。青山区作为武汉市海绵城市“一旧一新”两个试点片区之一,青山江滩是全国第一片“海绵江滩”。项目以提升防洪能力为核心,全面增强区域生态、文化与景观功能,将青山江滩打造成连接长江与城市的重要生态走廊。在治理沿江工业污染的基础上,打造95.83公顷绿色空间,每年增加碳汇量约723.8吨、释放氧气量约2400吨,有效提升城市韧性,重塑人与自然和谐共生的城市生态。
Wuhan has completed the Qingshan River Beach renovation and upgrade project. Spanning 7.5 kilometers from the Erqi Yangtze River Bridge to the Wufeng Sluice Gate, it is one of the first batch of sponge city pilot projects in China. Qingshan District, as one of the two pilot areas for sponge city construction in Wuhan, has its Qingshan River Beach being the first “sponge river beach” in the country. The project focuses on improving flood control capabilities, comprehensively enhancing the area’s ecological, cultural, and landscape functions, and transforming the Qingshan River Beach into an important ecological corridor connecting the Yangtze River and the city. Based on the treatment of industrial pollution along the river, it has created 95.83 hectares of green space, increasing carbon sequestration by approximately 723.8 tons and releasing approximately 2,400 tons of oxygen annually, effectively improving urban resilience and reshaping the urban ecology of harmonious coexistence between humans and nature.
