Jakarta, the British Embassy, and C40 Cities have officially concluded the UK-funded CAI programme, marking a shift toward fully integrating climate resilience into the city’s long-term infrastructure.
Jakarta, Indonesia, 2 February 2026 – The Jakarta Provincial Government, in collaboration with the British Embassy and C40 Cities, hosted today a landmark event at the Hotel Mandarin: “From Implementation to Integration: Securing Jakarta’s Climate Future”. It marks the official handover of the C40’s Urban Climate Action Programme (UCAP) Climate Action Implementation (CAI) programme, a major initiative funded by the UK Government to accelerate urban climate resilience.
A landmark partnership for a net-zero future
The handover was a celebration of the successful conclusion of intensive technical assistance provided by the UK Government and C40 Cities through the UCAP CAI programme from 2022 to 2025. This partnership has been instrumental in helping Jakarta move toward its goal of a 31,89% reduction in Greenhouse Gas (GHG) emissions by 2030 and net-zero emissions by 2050. The ceremony included a symbolic handover of the full UCAP CAI portfolio from Dominic Jermey, the UK Ambassador to Indonesia and Timor Leste, to Pramono Anung, the Governor of Jakarta. This transition underscores the unwavering support by the UK Government for Jakarta’s ambitious work as the city takes full ownership of these climate initiatives.
Transforming the skyline: New efficiency regulations
The centrepiece of the event was the official unveiling of the Governor’s Regulation Number 5 (Pergub) on Energy and Water Efficiency in Buildings. With the building sector accounting for nearly 60% of Jakarta’s total GHG emissions, this regulation provides the critical legal framework to enforce sustainability standards across the city’s built environment.
Some of the expected outcomes include:
- Strengthened policy framework: Alignment of green building policies with national goals and Jakarta’s 2030–2050 climate targets.
- Institutional capacity: Training for over 700 stakeholders and hundreds of city officials through initiatives like the JEMPOL Energy Management Programme.
- Data-driven governance: Development of an Energy Data Management System (DMS) and a redesigned Regional GHG Inventory System (SIGD) for real-time emissions tracking.
Showcase: Green buildings in action
The event also featured a VIP Gallery Tour and Showcase. This exhibition shared best practices for green building implementation in both private and Jakarta-owned (BUMD) buildings.

- Implementation guidance for building efficiency: A comprehensive guide designed to help the public and building owners navigate and comply with the Jakarta Governor Regulation on Energy and Water Efficiency in Buildings.
- Specialised standard operating procedures (SOPs): Technical modules tailored for five distinct building typologies in Jakarta, providing operators with clear instructions for maximising energy and water efficiency.
- Jakarta energy management programme on operators’ learning (JEMPOL) mascot & video campaign: A creative public engagement initiative featuring the “JEMPOL” mascot to inspire sustainable energy consumption habits and lifestyle changes.
- Jakarta Net Zero Carbon (NZC) building roadmap: A strategic framework outlining the pathway for Jakarta’s building and energy sectors to achieve Net Zero emissions by 2050.
- Inclusive climate action guidelines: A diagnostic guidebook developed to ensure that urban climate policies are equitable and inclusive for all citizens.
- Green building showcase: Featured case studies of successful sustainable architecture and operations in Jakarta, including Menara Astra, SDN Ragunan 08, and Graha Niaga.
