广州 Guangzhou

广州市碳普惠平台于2019年底正式上线,通过与公共交通等服务提供商进行个人低碳行为信息数据比对,计算市民低碳行为的减碳量。市民可在碳普惠平台上注册并通过践行公交出行、节约水电等低碳行为获取碳积分,碳积分可在平台兑换商品及优惠。此外,广州共有15个自愿减排项目通过审核,备案为广东省碳普惠核证减排量(PHCER)项目,减排量约12.19万吨二氧化碳当量,市场初始成交金额约175万元。

广州碳普惠为小微企业、社区和个人的节能减碳行为赋予价值,建立起以商业激励、政策鼓励和核证减排量交易相结合的正向引导机制,是城市主动积极应对气候变化国家战略的重要创新。

The Guangzhou Pu Hui Certified Emission Reductions (PHCER) Platform is a mechanism for incentivizing and rewarding lower carbon behavior and purchases, as well as developing a marketplace for low carbon goods and services for use by households. Citizens can register on the PHCER Platform and earn carbon credits by practicing low-carbon behaviors such as using public transportation and saving water and electricity. Carbon credits can be exchanged for goods and discounts on the platform. SMEs can also voluntarily register emission reduction projects via this platform. So far, 15 such projects have been registered, achieving emission reductions of about 121,900 tons of carbon dioxide equivalent and an initial market transaction amount is about 1.75 million yuan.

Guangzhou PHCER establishes a positive guidance mechanism that combines business incentives, policy encouragement, and certified emission reduction transactions. As such, it is an important innovation from the city and an active response to national climate change strategies.
