Charlton serves as Technical Adviser for C40’s UCAP Climate Action Implementation (CAI) Programme in Southeast Asia. In this role, he provides expert assistance in refining climate actions that are appropriate to the local context of each participating C40 city in Southeast Asia. Before joining C40, he was the Technical Expert of the Austrian scientific association, GrAT Center for Appropriate Technology, leading professionals in the Philippines and Thailand in energy, water, and waste audits for an EU-funded sustainable tourism project.

He has supported local and regional governments in the Philippines by holding national consultancy positions for ICLEI and RTI International, spearheading the development of an energy efficiency and conservation planning guidebook while building capacities of local authorities and formulating inclusive innovation case studies, respectively. Previously, he worked for a UNFCCC-registered waste-to-energy project to report potential, tradable carbon credits and co-supervise the power plant’s operations.

A graduate of a Bachelor of Science degree in Electrical Engineering from Mapúa University, Charlton is also a Certified Energy Auditor by the Philippine Department of Energy as well as an ecotourism professional trained by the UN Institute for Training and Research.
