青岛市将协同控制作为推动气候变化工作的重要抓手，探索适合青岛碳减排和大气污染治理协同控制的最有效、最经济举措，开展了排放清单及治理措施减排效应评估、大气污染治理和碳减排同根同源性分析，在此基础上提出了”十四五”期间协同控制工作方案和推进协同控制的体制机制和政策建议。

青岛市通过协同控制推动城市在制度、管理、政策等方面的协同增效，并在数据、方法、资源方面加强共享，以实现空气质量达标和温室气体排放达峰，并通过资源优化配置，促进经济向高质量增长转型。

With coordinated control being an important starting point for promoting climate change action, Qingdao has explored the most effective and economic measures to achieve carbon emission reductions and air pollution improvements. As such, the city evaluated the carbon emissions reduction potential across its inventory linked to possible control measures, as well as analysis of air pollution controls. On this basis, the coordinated control work plan and the institutional mechanisms and policy recommendations for promoting coordinated climate and air quality controls for the “14th Five-Year Plan” period were proposed.

Qingdao now promotes climate and air quality controls through systematic policy development, strengthened sharing of data, as well as the coordinated management of methods and resource allocation. The city has adopted these approaches in order to achieve air quality compliance and greenhouse gas emissions peaking aligned with high-quality growth and optimized resource allocation.
