C40 connects cities through peer learning for inclusive climate action

As part of C40’s work supporting cities to deliver climate action that advances climate goals and social equity, the Inclusive Climate Action Forum provides a peer-to-peer learning platform where cities build capacity, share challenges, develop solutions together, and learn from partners and experts that support ICA Implementation.

How the Forum supports cities on inclusive climate action

The Inclusive Climate Action Forum connects 41 cities across six regions through peer-learning sessions, in-person workshops, and collaborative support between cities, as well as from external partners and experts.

Peer groups tackle shared challenges

The ICA Forum connects cities to share approaches on common experiences and climate justice challenges, including creating good green jobs, addressing energy poverty, and engaging frontline communities. Groups meet regularly online and in person to share what’s working and to develop practical solutions.

Access to tools and pilot city learning

Cities gain proven frameworks for integrating equity into climate planning and implementation, and learn directly from cities piloting inclusive approaches through the ICA Fund. Over 65 online peer learning sessions over four years and seven in-person academies across three continents have connected city officials with the knowledge and networks they need.

Building partnerships with communities

The Forum strengthens cities’ capacity to form partnerships with civil society and frontline communities: sharing tools, facilitating connections, and building confidence in participatory approaches to climate planning and implementation.

Building collaboration across city government

The Forum helps cities build collaboration across departments and partnerships with local organisations, bringing together officials including those outside core climate roles, who don’t ordinarily engage with each other.

Who can join?

All C40 member cities can participate in the Inclusive Climate Action Forum. Cities should have a strong interest in implementing inclusivity and equity through their climate action. The Forum welcomes cities starting their inclusive climate action journey and those ready to share lessons learned. A select number of non-C40 cities can also participate if they demonstrate strong leadership on inclusion and equity through climate action.

  • Identifying indicators for monitoring and evaluating inclusive climate impacts
  • Conducting city needs assessments to inform climate action planning
  • Embedding equity and inclusivity throughout climate action planning and implementation
  • Creating inclusive and equitable Clean Air Zones

These resources translate equity principles into concrete actions that city teams can implement immediately.


How the Inclusive Climate Action Forum and the Inclusive Climate Action Fund work together

The Forum works closely with cities implementing inclusive climate projects through the Inclusive Climate Action Fund. These pilot cities test innovative approaches to equitable climate action, from good green jobs programmes to community-led resilience projects, and share their learnings with Forum members. This creates a direct pipeline from experimentation to wider implementation, helping more cities benefit from proven approaches.
