Cities are turning climate goals into action people can see

The Yearly Offer of Action is an initiative led by C40 Cities and the Global Covenant of Mayors for Climate & Energy (GCoM) that shows how cities are delivering climate action every single year.

Each year, ahead of the UN climate conference (COP), mayors set out a concrete action they’ll deliver in the next 12 months and report back on what they achieved in the last.

Global climate goals are only met when action happens on the ground. The Yearly Offer of Action shows cities are already making it happen.

A growing movement of cities delivering now

Launched at the 2025 World Mayors Summit with 42 cities, the Yearly Offer of Action has grown to 69 cities across every continent, representing 270 million people.

Their actions span clean energy, electric transport, extreme weather protection, nature-based solutions and sustainable construction.

From Bogotá’s 1,900 electric buses to Tokyo hitting its 2030 solar targets two years early, from Chennai’s 88 sponge parks to Rome’s citywide network of cooling shelters, mayors are turning ambition into real, measurable change.

London is building a climate resilient future

In 2027, London will bring together partners from different sectors to coordinate and drive action on Heat Ready London, the capital’s first heat plan, focusing on reducing overheating in homes, schools, hospitals, care settings and public spaces. The city will also expand greening and shade, and build the funding model needed to scale heat-resilient housing for the most vulnerable communities.

London is driving investment in net zero

In 2027, London will continue to support public sector organisations through the Green Finance Fund, with more than GBP 346 million already committed to 15 projects delivering energy efficiency upgrades, zero-emission transport, and renewable energy. The fund is expected to cut emissions by nearly 39,000 tonnes of CO₂ annually, equivalent to taking almost 24,000 cars off city roads, while lowering energy costs and supporting green jobs.

Melbourne is future-proofing its infrastructure

In 2027, Melbourne will reduce the risk of extreme heat and flooding by embedding mandatory climate-resilient design for all new and upgraded municipal infrastructure. These new standards prioritise climate justice by improving heating, cooling and flood resilience for public services and the people who rely on them most.

Melbourne is modernising commercial buildings

In 2027, Melbourne will help owners of privately owned commercial buildings cut emissions through the Retrofit Melbourne Financial Incentive Scheme. The three-year pilot will facilitate energy assessments, planning, and building upgrades. It’s expected to cut over 4,400 tonnes of emissions over 10 years and move the city closer to zero-carbon. In its first year, the scheme will target approximately 400 eligible buildings.

In 2026, Paris will retrofit 5,000 more social homes as part of an ongoing effort to cut energy consumption in social housing by 35% by 2030 and 50% by 2050.

Meanwhile, 29,000 co-owned properties will also undergo environmental renovation projects, cutting bills for residents and emissions for the city. 2026 will also see a new green space developed at Place du Colonel Fabien, transforming one of the city’s most congested areas into a cool oasis of tranquillity. For the areas in which it is not possible to plant trees, new cooling pagodas will be installed around the city.

Progress since 2025

In 2026, Paris transformed Colonel-Fabien Square, remodelling a roundabout into a public square and urban forest, depaving 4,800m² and planting 74 trees, part of a city-wide greening effort that has seen Paris create dozens of new parks and plant tens of thousands of trees since 2020. The city also added 412 metres of cycling lanes and 980m² of pedestrian space this year. In parallel, Paris renovated 5,000 social homes in 2026, with 30,000 private homes now supported by the EcoRénovons Paris+ renovation scheme.

Cities can’t do it alone

Cities are living examples of what climate resilience looks like in practice, demonstrating to others what is possible, and they’re ready to do more.

But to go further and faster, they need national governments and partners to match their ambition with finance, supportive policies, and technical assistance to implement solutions faster.

Climate action works best when every level of government works together.
